The "fullness of the Gentiles" will complete their 2,631-year dynasty, which began with king Nebuchadnezzar.
The period of time that the Lord gave the Gentiles to rule on the earth.
So, if only part of the (biblical) nation of Israel is "spiritually blinded" that means the other part "spiritually sees."

We read that apostle Paul wrote that Israel's casting away (captivity) has brought salvation to the world!

The Assyrians were defeated in battle by the ancient Babylonians (Gentiles) around 612BC.
